Apartment for a start” is a new government subsidy program for apartments purchased with a mortgage. It aims to replace the famous “Safe Loan 2%” and be available as a subsidy for the first apartment for young people and families with at least three children seeking larger living spaces. According to the Ministry of Development and Technology’s website, the “Apartment for a Start” program provides specific financial assistance for people with moderate and lower incomes, opening access to a wide range of market housing options.
The head of the ministry, Krzysztof Hetman, emphasizes the focus on meeting real needs rather than treating the program as a populist election promise. “We want to prepare it very precisely,” he says. Perhaps this is why the new housing purchase supplement is not immediately available after the banks stopped offering the 2% loan on January 2, and is planned for the second half of 2024.
“This program is aimed at people who have trouble obtaining a mortgage,” says Jacek Tomczak, Deputy Minister of Development and Technology. Indeed, the housing purchase supplement is available to a large group of people interested in such a transaction. These include singles under 35, informal couples, married couples, and single parents, regardless of age.
The housing loan subsidy will be available for purchasing a first apartment for young people who have never previously owned more than 50% of a property. Large families (at least 2+3) are particularly well-treated by the “Apartment for a Start” program. The law allows them to own their own home and apply for a preferential loan for a larger living space.
The loan subsidy will depend on the number of people in the household. The more family members, the lower the loan interest rate. For one- and two-person households, it will be 1.5%; for three people, 1%; for four people, 0.5%; and for five-person households, 0% interest.
There will be limits on gross monthly income, which, like the housing purchase supplement, will depend on the number of family members. For a single-person household, it is 10,000 PLN; for a two-person household, 18,000 PLN; a three-person household can earn a maximum of 23,000 PLN; a four-person household, 28,000 PLN; and a five-person household, 33,000 PLN.
The housing subsidy program already specifies exact amounts, which again depend on the number of people in the family. The latest provisions in the project are as follows: single-person household – 200,000 PLN; 2 people – 400,000 PLN; 3 people – 450,000 PLN; 4 people – 500,000 PLN; 5 people – 600,000 PLN. Each additional person in the household will receive another 100,000 PLN.
The “Apartment for a Start” program seems to be friendly to various social groups. Depending on the number of people in the household, the loan interest rate can decrease from 1.5% to even 0%, and in cities with high housing prices, subsidy amounts will be 10% or 20% higher. The program is tailored to real needs and is expected to be available in the second half of 2024.
